Victor and vanquished: Obama has Romney to lunch

WASHINGTON (AP) ? The White House says President Barack Obama's lunch with Republican Mitt Romney focused on America's leadership and the two presidential rivals pledged to stay in touch, particularly if opportunities to work together come up in the future.

In their first meeting since the election, Obama and the GOP nominee met for lunch in the White House's private dining room, fulfilling a promise Obama made in his victory speech the night of Nov. 6.

The White House says Romney congratulated the president for his successful campaign and wished him well in the coming four years. The conversation during the hourlong meeting focused on America's leadership in the world and the importance of maintaining that leadership position.

The lunch menu included white turkey chili and Southwestern grilled chicken salad.

AusAID Higher Education Forum: universities and education for ...

At the Education Effectiveness and Collaboration Forum convened by the Development Policy Centre in March 2012, Peter Baxter, Director-General of AusAID expressed concerns around expertise in Australian universities in the broad domain of education and development.

In response to these concerns, AusAID commissioned a study by the Centre for the Study of Higher Education at the University of Melbourne. The report, A baseline study of the current status of engagement of Australian universities and research institutions in education for development, was discussed at a Higher Education Forum hosted by AusAID on 6 November by a group of about 40 people from universities, AusAID, NGOs, the Australian Council for Educational Research, and government.

In the words of the report ?This study provides a baseline analysis of the current status of engagement of Australian universities and research institutions in international development issues that are relevant to Australia?s growing investment in aid for education.?? Any fair assessment would confirm the report presents this analysis as well as a good review of the key issues. The report leans a little towards being an inventory of relevant development activity; that the appendices take up nearly two-thirds of the report illustrates this ?inventory? approach.

I find that there are three important limitations of this study. The first limitation has to do with the report?s central concept of ?education for development?. My own engagement with this area has been since 1971 and continued with university work, publications, and numerous long and short-term consultancies since then. It was a field I had always thought of as ?educational development?. So it was something of a surprise to discover that it has been re-badged as ?education for development?. This name leads to a sense of confusion. It is unsatisfactory for the study to simply define the field in the negative: ??Education for development? is an area of study with no obvious natural disciplinary setting? and then proceed with documentation and analysis of something that lacks a clear focus.

So, what is ?education for development?? I can see that a good case for using the term can be argued as it does encompass AusAID activities such as the BRIDGE program and scholarships, which are beyond strictly educational development activities. But ?education for development? needs clarification and explanation.

Vagueness in locating the field of ?education for development? is partly a reflection of the Terms of Reference and partly because AusAID?s key planning documents were evidently not used to construct an understanding of the field that more closely aligned with AusAID?s education aid plans. These key documents are An Effective Aid Program for Australia, 2011 and Promoting Opportunities For All, Education, Thematic Strategy, 2011. The Thematic Strategy provides AusAID?s clear planning structure: access to education, improving learning outcomes, and better governance, management and service delivery. This structure could have been useful in focusing the study. Vagueness also leads to some odd inclusions in the report?s appendices. These inclusions suggest confusion between studies of educational development on the one hand and internationalisation and globalisation on the other. Examples suggesting this confusion are articles about Arts education research in Australia, studies of Singaporean and Hong Kong education, the health of international students in Australia, and French and Australian language teaching in international schools. The term ?education for development? has few links on the web and appears not at all in AusAID?s literature as best I can tell, including in the Education Thematic Strategy.

I labour this point because I think the issue of vagueness about the field leads to dubious assertions of the kind ?Education for development is weak in robust research inquiry and the associated publishing culture? (page 7). This assertion is questionable if you look through the publishing history of a journal such as the International Journal of Educational Development or the work published by Brian Caldwell and others noted below.

The second limitation is the five-year time frame for the study, 2007 to 2012. This limitation eliminates for consideration the rich and substantial history of the field. The study could not consider and learn from the lessons of early work such as the important support provided to this field by the (then) International Development Program of Australian Universities and Colleges (IDP) described here. Much of this work was done during the 1980s and 90?s in supporting both international development activities by universities and funding of small research projects. This research support led, in my case, to published work on the outcomes of overseas study for Indonesian students and subsequent follow-on design work for AusAID in several countries ? a very good example of research informing educational policy and practice.

Another area missing in the study is the academic area generally known as ?higher education research and development? of which Melbourne?s Centre for the Study of Higher Education, which produced this study, is one of the world?s finest examples. The intellectual orientations and practices of this field have a very good fit with ?education for development? and many practitioners from this academic area made important contributions from around the 1980s onwards in areas that mirror AusAID?s three pillars for its investment in education: access to education, improving learning outcomes, and better governance, management and service delivery. Surely there are some useful lessons for AusAID from this history?

The third limitation is a conceptual weakness. This relates to the discussion in the report around there being two broad groups of disciplinary specialists in universities, those that reside in faculties and schools of education ? the ?pedagogy-rich? practitioners ? and those in area and development studies, who are ?context-rich?.

There are two matters here that demand further analysis: the assumption that those in education apparently lack context and the further assumption that education is only about ?pedagogy?. Both assumptions are incorrect. Moreover, in making the assumption that education equates with teaching and learning, whole areas of institutional and organisational change, school improvement, the economics of education, finance, management, governance, and leadership are all at risk of being overlooked. It is exactly the complex interplay of teaching and learning with these areas that occupies so much time and attention in development.

This interplay is very well illustrated in the important book Why not the best schools? ?by Melbourne academics Brian Caldwell and Jessica Harris and published by ACER in 2008. This is a surprising omission from the baseline study given the important conceptual and practical contributions of these Australian writers to educational development over a long period for Australian schools and for education in developing countries.

Recommendations were not called for in the Terms of Reference. Therefore, it is a pity that only three brief paragraphs were devoted to synthesizing all the work done in the study. Given that we heard at the Forum about the depressing prospect of Australian expertise in the area fading away, then urgent action is required if Australia is to retain capacity and credibility in ?education for development?. Why not some thinking about ways to support the capture of the knowledge from the consultant?s reports mentioned on page 57 and especially from those nearing retirement before this is lost?

Finally, to apply the concepts of supply and demand to the study, we find almost all the discussion to be on the supply side of the evidence base and skills required for ?education for development?. But what of the demand for, and use of, the results of any supply side success? We need to hear very much more about this to help AusAID with its stated intentions, set out in the Terms of Reference 2.2: ?The paper will be used to inform AusAID?s approach to strengthening the quality, quantity, and use of educational research, study and training in the aid program?.

Power in a Pinch: GE Mobile Gas Turbines Improve Africa's Grid Reliability and Counter Rising Diesel Costs

Economies cannot thrive and grow for long without a reliable supply of power. That?s why GE designed its TM2500+ trailer-mounted aeroderivative gas turbines; the ecomagination-qualified units quickly generate reliable and efficient power anywhere, on or off the grid, while keeping emissions low.

Card firms' block on WikiLeaks did not break rules: EU

BRUSSELS (Reuters) - A block on processing donations for WikiLeaks by Visa Europe and other credit card companies is unlikely to have violated EU anti-trust rules, the European Commission said on Tuesday.

DataCell, a company that collected donations for WikiLeaks, complained to the Commission about Visa Europe, MasterCard Europe and American Express Co after they stopped processing donations for WikiLeaks in December 2010. Their decisions followed criticism by the United States of WikiLeaks' release of thousands of sensitive U.S. diplomatic cables.

"On the basis of the information available, the Commission considers that the complaint does not merit further investigation because it is unlikely that any infringement of EU competition rules could be established," said a spokesman for the Commission, the EU executive.

He added, however, that the Commission would look at new information from DataCell before taking a final decision.

WikiLeaks founder Julian Assange has been staying in Ecuador's embassy in central London since June to avoid extradition to Sweden to face rape and sexual assault allegations.

Assange said there were no lawful grounds for the card companies' actions, which he said had cost Wikileaks 95 percent of its revenue and threatened his organization's existence.

Clashes in Cairo after Egypt's president seizes new powers

CAIRO (Reuters) - Angry youths hurled rocks at security forces and burned a police truck as thousands gathered in central Cairo to protest at Egyptian President Mohamed Mursi's decision to grab sweeping new powers.

Police fired tear gas near Tahrir Square, heart of the 2011 uprising that toppled Hosni Mubarak at the height of the Arab Spring. Thousands demanded that Mursi should quit and accused him of launching a "coup".

There were also violent protests in Alexandria, Port Said and Suez.

Mursi on Thursday issued a decree that puts his decisions beyond any legal challenge until a new parliament is elected. Opponents immediately accused him of turning into a new Mubarak and hijacking the Egyptian revolution.

"This is the point of no return for Mursi. He has dug himself deeper in a hole and won't know how to get out of it," said Ahmed Saleh, an activist who said many would stay in Tahrir square until Mursi withdrew the decree.

"The people want to bring down the regime," shouted protesters in Tahrir, echoing a chant used in the uprising that forced Mubarak to step down.

The United States, the European Union and the United Nations expressed concern at Mursi's move.

Mursi's rivals condemned him as an autocratic pharaoh who wanted to impose his Islamist vision on Egypt.

The president's aides said the decree was intended to speed up a protracted transition to democracy that has been hindered by legal obstacles

"I am for all Egyptians," Mursi said on a stage outside the presidential palace, adding that he was working for social and economic stability and remained committed to the revolution.

JUDGES MEET

Egyptian judges will meet on Saturday to respond to Mursi's move, which put him above the judicial oversight. The judges could threaten to go on strike, which would bring the judiciary to a halt.

Some non-Islamist political parties called for a million-strong march on Tuesday to demand that Mursi rescinds his decree.

But Islamist parties, including the Building and Development Party, accused Mursi's opponents of undermining the democratic process that brought him to office.

"Those calling for the downfall of President Mohamed Mursi have rejected democracy because President Mursi has been democratically elected by popular will," the party said in a statement. Mursi's decree would "save the revolution from the remnants of Mubarak's regime", it said.

Buoyed by accolades from around the world for mediating a truce between Hamas and Israel in the Gaza Strip, Mursi on Thursday ordered that an Islamist-dominated assembly writing the new constitution could not be dissolved by legal challenges.

Mursi, an Islamist whose roots are in the Muslim Brotherhood, also gave himself wide powers that allowed him to sack the unpopular public prosecutor and opened the door for a retrial for Mubarak and his aides.

TURBULENCE AND TURMOIL

The president's decree has consolidated his power but looks set to polarize Egypt further, threatening more turmoil in a nation at the heart of the Arab Spring.

In Alexandria, north of Cairo, protesters ransacked an office of the Brotherhood's political party, burning books and chairs in the street. Supporters of Mursi and opponents clashed elsewhere in the city, leaving 12 injured.

A party building was attacked by stone-throwing protesters in Port Said, and demonstrators in Suez threw petrol bombs that burned banners outside the party building.

Although Washington has praised Egypt for its part in bringing Israelis and Palestinians to a ceasefire on Wednesday, it expressed reservations about Mursi's latest move.

"The decisions and declarations announced on November 22 raise concerns for many Egyptians and for the international community," State Department spokeswoman Victoria Nuland said in a statement.

The European Union urged Mursi to respect the democratic process, while the United Nations expressed fears about human rights.

"The decree is basically a coup on state institutions and the rule of law that is likely to undermine the revolution and the transition to democracy," said Mervat Ahmed, an independent activist in Tahrir protesting against the decree.

Leading liberal Mohamed ElBaradei, who joined other politicians on Thursday night to demand the decree was withdrawn, wrote on his Twitter account that Mursi had "usurped all state powers and appointed himself Egypt's new pharaoh".

Almost two years after Mubarak was toppled and about five months since Mursi took office, Egypt has no permanent constitution, which must be in place before new parliamentary elections are held.

An assembly drawing up the constitution has yet to complete its work. Many liberals, Christians and others have walked out accusing the Islamists who dominate it of ignoring their voices over the extent that Islam should be enshrined in the new state.

Owl feathers inspire quieter change

An owl glides by on silent wings. Many holiday travelers probably wish airplanes could do the same.?

"On airplanes, the back edge of the wing is where you get most of the noise," Justin Jaworski, a mathematician at the University of Cambridge in the United Kingdom, told TechNewsDaily. "My work is looking at developing theoretical models to explain trailing-edge noise."

Most recently, he and his colleague Nigel Peake showed, mathematically, that the noise from airplane wings could be reduced tenfold if their designers took a few cues from the feathers that fringe the trailing edge of an owl's wings.?

In their latest research, Jaworski and Peake found that owl wings are especially quiet in part because their trailing-edge feathers are flexible and porous, allowing some air through. Plane wings, of course, are hard and solid. But the pair found that if the edge of a plane's wings were perforated in a particular way, "the theory says you should be able to reduce noise as if there were not an edge there at all," Jaworski said.

Makers of real planes might have a difficult time taking that suggestion. Holes in the wings might reduce a plane's aerodynamics too much for the companies' liking, Jaworski said. Also, flexible trailing edges might flap in the wind, which would also reduce aerodynamics. These are issues that other engineers would work out in later stages of research, Jaworski said. He collaborates with experimental researchers to uncover the engineering trade-offs in his ideas.

In any case, the findings are still in their earliest stages, and it might take two or three years before the ideas for a quieter airplane wing are tested with a small model in a wind tunnel, Jaworski said. After? wind tunnel tests, even more research would go into seeing whether the ideas would be cost-effective in real planes.

Meanwhile, the Cambridge researchers continue to refine their model and study owl wings for further secrets into their quiet flight, Jaworski said.?

On the theory side, the next step is to study other features of owl wings that are not common to noisier flapping birds such as pigeons. "We're really excited about looking at this downy material on top," Jaworski said, referring to a unique, soft covering owl wings have. He said the down covering is difficult to model mathematically, no one has studied it before, and it may be especially important to quiet flight.

Jaworski presented his and Peake's research Nov. 18 in San Diego at a conference hosted by the American Physical Society.

Superstorm moves film from theoretical to concrete

PHILADELPHIA (AP) ? In the documentary "Shored Up," scientists warn that with a rising sea level, a major storm could put New Jersey's barrier islands underwater and create devastating storm surges. In other words, what happened last month when Superstorm Sandy slammed into New Jersey and New York.

For Ben Kalina, the Philadelphia filmmaker who was nearly finished putting together the documentary when the storm hit, it meant that the ideas in the film that may have sounded far-fetched ? or at least, discussions of something that may happen sometime in the future ? were suddenly immediate.

"Until Sandy, we were making a film about something much more meditative, really," Kalina said. "And now the stakes are suddenly much more real."

It also meant Kalina and his crew had more shooting to do, revisiting places they'd shot ? some of which were wiped away by Sandy.

That again pushed back the completion date for a film he'd been working on for three years. He's now planning to finish the film in January. It's an independent effort that he is hoping will be shown on television. He is also planning to hold screenings, particularly in the places featured in the movie, such as New Jersey's Long Beach Island.

Kalina, 36, is not a scientist, but he's fascinated by telling the stories from science by looking at the cultural and political implications, too. He worked on "A Sea Change," about the state of the world's oceans, and "After the Cap," a look back at the Gulf oil spill of 2010, among other films.

He became interested in the state of barrier islands after reading an article about how surfers opposed beach replenishment projects on the New Jersey shore.

The story became broader than that, evolving into a look at the way shore areas are developed and protected through means like jetties and beach replenishment projects. As more structures are built on barrier islands, he said, more has to be done to protect them. "Once you decide to settle in a place that's so fraught, all the decisions you make have consequences and more consequences," he said.

The solutions can be expensive, and Kalina says, not sustainable.

"Beach replenishment is not going to save the day," he said. "You get this sense of security from beach replenishment that's a false sense of security in the long run."

The film uses animation, interviews with scientists, footage of storms past and some dramatic policy debates to tell the story.

Kalina started out focusing on New Jersey's Long Beach Island, but also traveled to North Carolina. There, officials decided this year to use historical trends to build their expectations for oceanside building codes and land-use decisions rather than the more rapid sea-level rise that many scientists now expect.

The filmmaker, who grew up going to family homes on Martha's Vineyard, said the ideal time to address these how best to develop vulnerable coastlines would be before a major storm, not after one.

The irony is that nothing can draw attention to the issue like a storm.

"It's a window of time when people have actually just witnessed the destructive force of nature," he said. "There are very few windows like that."

And it could also be a window for his movie.

Before the storm, when he talked about it in his neighborhood in South Philadelphia, Kalina said, he found himself explaining what a barrier island is.

Now, practically everyone knows.

Painting exhibition starts - The Lahore Times

Talking to The Lahore Times, AQ Arif said that he has tried to show and preserve the damaging heritage present in our country. He said that he has used oil on canvas using colours relating red stone and brown to show clear view of stones used to make buildings at that time.

?I have also used blue and green colour in my paintings giving an inspiration of sky and atmosphere as blue colour gives a relaxing impact,? Arif said. Mussarat Arif said that she has tried to give a variation in calligraphy using designs of Sindhi Ajrak and Mirror work. She said that she has used oil on canvas using gold and silver leaves. ?This is my second exhibition in Lahore,? Mussarat said.

Observatory: Grasshoppers Adapt Their Love Songs to Overcome Roadside Noise

Grasshoppers that live near highways change their tune to overcome roadside noise, a new study reports.

Male bow-winged grasshoppers produce their song, which serves as a mating call, by rubbing a toothed file on their hind legs against a protruding vein on their front wings. These songs are produced with low- and high-frequency components.

Grasshoppers living in noisy environments had higher-frequency components in the low-frequency portion of their songs, said Ulrike Lampe, an evolutionary biologist at the University of Bielefeld in Germany and one of the study?s authors. This makes sense because road noises can mask the grasshoppers? signals at the lower frequency, Ms. Lampe said.

She and her colleagues studied the insects in a laboratory environment and exposed males to females to encourage them to sing. They recorded more than 1,000 songs and found that even in a quiet laboratory setting, males collected from roadside habitats produced significantly different songs.

?So we are relatively sure that this is a long-term effect,? said Ms. Lampe. ?It could be a genetic difference, or it may occur during larvae development.?

Although the grasshoppers are not an endangered species and seem well adapted to the sounds of traffic, noise caused by humans may be affecting other insects in negative ways, Ms. Lampe said. Such noise has previously been shown to affect the acoustic communication of birds, frogs and mammals.
