Female suicide bomber injures 12 in Russian region

(AP) ? A female suicide bomber identified as a widow of two killed Islamists blew herself up in the southern Russian region of Dagestan on Saturday injuring at least 12, including two children and five police officers, police said.

The bomber detonated an explosives-laden belt in the central square in the provincial capital, Makhachkala, Dagestan's police spokesman Vyacheslav Gasanov said.

The bomber was identified as Madina Alieva, who married an Islamist who was killed in 2009 and then wedded another Islamic radical who was gunned down last year, police spokeswoman Fatina Ubaidatova said.

Since 2000, at least two dozen women, most of them from the Caucasus, have carried out suicide bombings in Russian cities and aboard trains and planes. All were linked to an Islamic insurgency that spread throughout Dagestan and the predominantly Muslim Caucasus region after two separatist wars in neighboring Chechnya.

The bombers are often called "black widows" in Russia because many are the widows, or other relatives, of militants killed by security forces. Islamic militants are believed to convince "black widows" that a suicide bombing will reunite them with their dead relatives beyond the grave.

Police said two of the people injured in the attack were in a critical condition. There were no details about the injured children.

The Tsarnaev brothers suspected of carrying out last month's Boston marathon bombings, are ethnic Chechens who lived in Dagestan before moving to the United States. Tamerlan Tsarnaev, the elder brother who was killed a shootout with police days after the April 15 bombings, spent six months in Dagestan in 2012.

Dagestan remains an epicenter of violence in the confrontation between radical Islamists and federal forces.

This week, a double explosion in Makhachkala killed four civilians and left 44 injured, while three security officers and three suspected militants have been killed in other incidents.

Islamists strive to create an independent Muslim state, or "emirate," in the Caucasus and parts of southern Russia with a sizable Muslim population.

Although Chechen separatists were battered almost a decade ago, Islamists continue to move through the region's mountains and forests with comparative ease despite security sweeps by federal forces and police under the control of local leaders loyal to the Kremlin.

Human rights groups say that abductions, torture and extrajudicial killings of young men suspected of militant links by Russian security forces have helped swell the rebels' ranks. Caucasus experts say that Islamists routinely extort money from government officials and businessmen and attack or kill those who refuse to pay.

Storm Clouds Ahead: Budget Cuts Threaten Severe Weather Forecasts

The tornado that hit Moore, Okla., on Monday (May 23) killed an estimated two dozen people and caused devastating property damage. Residents had advance warning of the storm, thanks to weather forecasts. But with forced budget cuts in effect, forecasters may not be adequately prepared for future natural disasters.

In March, $85 billion in across-the-board spending cuts, known as the sequester, took effect. The cuts slashed 8.2 percent from the 2013 operating budgets of most federal agencies. The National Oceanic and Atmospheric Administration (NOAA) suffered a 7 percent reduction in its fiscal year 2013 budget as a result of sequestration. Thinned-out staffs and under-maintained equipment could hinder the agency's ability to give timely and accurate weather forecasts, experts say.

"It really highlights the game of chicken we're playing with the nation's safety," said J. Marshall Shepherd, president of the American Meteorological Society. [Image Gallery: Moore, Okla., Tornado Damage]

Furloughs and cutbacks

Like many government agencies, NOAA is considering implementing agencywide furloughs, or mandatory leave days. The agency has proposed up to four furlough days per employee through Sept. 30, 2013.

"NOAA and the National Weather Service are facing furloughs particularly as we're entering the hurricane and dry weather seasons," Shepherd said. National Weather Service (NWS) offices are already short-staffed, and now there's a hiring freeze, Shepherd said. (Hurricane season officially starts on June 1 and ends on Nov. 30.)

Deputy Commerce Secretary Rebecca Blank wrote in a Feb. 8 letter to the Senate Appropriations Committee that if the sequester went through, up to 2,600 NOAA employees would be furloughed (by as much as 6.5 days), about 2,700 positions would remain unfilled and there would be about 1,400 fewer contractors.

Sequestration will limit hurricane reconnaissance flights by NOAA aircraft, and the maintenance and operations of the national radar network and weather-monitoring systems, the Capital Weather Gang?reported. These could result in longer service outages, such as telecommunications outages, or restrict forecasters' access to weather data.

"We have to see weather forces the same way as we see National Security," Shepherd said. "Weather affects lives and property and our economy."

Under the tightened budget, travel restrictions are preventing weather scientists from attending scientific conferences?where they can stay current on the latest forecasting science and interact with the emergency responder community. Dialogue between forecasters and emergency responders is critical, Shepherd said.

Aging equipment

The budget cuts will also make it harder to maintain weather forecasting equipment. Many of the country's weather satellites are aging and due for replacement. Yesterday (May 23), the GOES-13 satellite (Geostationary Operational Environmental Satellite), which covers much of eastern North America and the western Atlantic, stopped working. The GOES-14 backup satellite was activated, but if that fails, there is no replacement. NOAA is currently investigating the reason for the failure.

The sequester could delay the production and deployment of two new weather satellites, the GOES-R series, by two to three years, Blank wrote in her letter to Congress. The first two GOES-R satellites are scheduled to launch in 2015 and 2017.

The geosynchronous satellites could go the way of NOAA's polar-orbiting satellites, whose development is well over-budget and behind schedule.

Failure to replace old satellites could lead to a "satellite gap." In February, the Government Accountability Office featured a satellite gap in its list of the top 30 challenges facing the federal government.

A gathering storm

The impact of budget cuts on the country's forecasting systems takes on added urgency in times of severe weather like the Moore tornado.

The NWS's Norman, Okla., office issued a warning about the tornado 16 minutes before it formed ? three minutes more than the average tornado warning time. Forecasters knew several days before the tornado hit that the weather would be bad that day because they had been monitoring the approaching weather system on satellite and radar.

If these services suffer because of reduced personnel or maintenance, the impacts could be dire ? not just for predicting tornados, but for hurricanes and other severe weather events as well. In 2012, Hurricane Sandy brought home the seriousness of extreme weather, and NOAA is forecasting an active hurricane season in 2013.

"The sequester impacts are happening now," Shepherd said. "Unfortunately, it often takes tragedy to wake people up to these dangers."

Report: Amanda Bynes arrested, threw bong out window

Actress Amanda Bynes was arrested in her New York apartment Thursday night on?charges of reckless endangerment, tampering with evidence and criminal possession of marjuana, NBC New York reported.

The doorman of the building called police to report that Bynes was smoking marijuana in the lobby, sources told the station. Before officers arrived, Bynes, 27, had gone back to her 36th floor apartment, and when police came to her apartment, she reportedly tossed the water pipe out the window.

Sources told NBC New York that Bynes?was taken to Roosevelt Hospital to undergo a psychiatric evaluation, then to a Midtown police station to be processed, and was expected to spend the night in jail and appear in court on Friday.

Bynes is on probation for three years for driving with a suspended license and also has a DUI case pending in southern California. She moved to New York last fall.

In April, Bynes drew attention for shaving half of her head, and she's been a vocal poster on Twitter. In December, charges in two separate hit-and-run incidents against her were dismissed.

As a child actress, she starred in the sitcom "All That" and in her own sketch comedy show, "The Amanda Show." She also appeared in numerous films.

In 2012, Bynes announced that she had retired from acting, an announcement she had also made in 2010 and later revoked.

Android 43 reportedly spotted running on a Nexus 4 with new camera software

We've already seen evidence confirming the existence of Android 4.3, and we now have our first shots that appear to show the OS running on an actual device. According to a member of the xda-developers forum, the phone above was spotted at the Thailand Mobile Expo currently taking place, with the about section of the OS and its familiar easter egg clearly indicating that it's Android 4.3 -- and still going by the Jelly Bean moniker. Of the three shots provided, the only one revealing any significant changes is the camera app, which sports some retooled controls that have been shifted to the side.

Vaccine blackjack: IL-21 critical to fight against viral infections

May 23, 2013 ? Scientists at Emory Vaccine Center have shown that an immune regulatory molecule called IL-21 is needed for long-lasting antibody responses in mice against viral infections.

The results are published in the Journal of Virology.

"Our findings highlight how IL-21 could be important in the development of antiviral vaccines," says research associate Ata Ur Rasheed Mohammed, PhD, the first author of the paper. The senior author is Rafi Ahmed, PhD, director of the Emory Vaccine Center and a Georgia Research Alliance Eminent Scholar.

The findings could lead scientists designing future vaccines to incorporate IL-21 directly or to use the ability to stimulate IL-21 as a gauge of vaccine activity. IL-21 was discovered in 2000. Its effects have also been studied in the area of immune responses against HIV, and it has been in clinical trials for skin cancer and kidney cancer and auto-immune disorders.

A main objective of vaccination is to make the recipient's immune system develop antibodies that can neutralize infecting viruses. Signals from IL-21 appear to be necessary for generating long-lived plasma cells, which reside in the bone marrow and secrete antibodies.

Rasheed and his colleagues probed mice that were unable to respond to IL-21, because the mice were engineered to lack the gene for the IL-21 receptor. They examined the altered mice in the context of three different types of viral infections: LCMV (lymphocytic choriomeningitis virus), VSV (vesicular stomatitis virus), and influenza.

When infected with each of the three viruses separately, the altered mice did start to produce antibodies, but antibody levels faded out over the course of around two months. The mice "exhibited a profound defect in generating long-lived plasma cells and in sustaining antibody levels over time," the authors write.

Rasheed's team demonstrated that IL-21 is playing a role in germinal centers, structures in the lymph nodes and spleen where cells that produce high-affinity antibodies are selected. In the IL-21 receptor deficient mice, germinal centers form but are not sustained. IL-21 signals are important both for the antibody-producing cells and for T helper cells that support them, the researchers showed.
